Economic Development:
We believe that Economic Development involves not only seeking out and
bringing new businesses to our community, but addresses other issues such as sustaining existing
businesses, housing availability, good schools, quality healthcare, and job retention.
It is about creating a vibrant and safe community environment where people want to work, live and raise
their families.
The City of Harper currently offers two incentive programs: Ad Valorem Rebate & Utility Forgiveness.

Community Development:
Our objective is for agencies and community members to come together to
identify important concerns and issues and to take collective action to produce solutions to these
concerns and issues.
The City of Harper has a community action team called the Rural Community Vision Team that works with city employees to aid in identifying and acting upon these opportunities for improvement within the city.
Our goal is for community well being; economic, social, environmental, and cultural.
